SBKP AD 2.20 LOCAL AERODROME REGULATIONS
|
|
|
1.1. Departure
a. Aircraft must contact on each specific frequency (TWR 118.250 MHz, GNDC 121.900 MHz, CLRD 121.100 MHz);
|
b. Pilot shall contact Clearance Delivery or perform RCD (Request for Departure Clearance Downlink) to request Departure Clearance no more than 15 minutes prior to EOBT.
|
c. When instructed to change frequency to the Campinas TWR, Ground Control will authorize ACFT to “monitor” TWR frequency and there is no need for initial call. In this case, the ACFT must expect the TWR call, preparing for a possible immediate takeoff.
|
d. Campinas TWR will not report departure time to the aircraft. Except in exceptional situations, aircraft must maintain a listening to the TWR frequency until crossing the opposite threshold to the departure RWY or until starting the turn and calling the next ATC facility. Instructions concerning the frequency of the next ATC facility to be called after departure and, if necessary, complementary instructions shall be issued together with the clearance delivery. Any change of the clearance data or additional necessary information will be transmitted to the aircraft until the moment of takeoff.
|
e. Immediately make the initial call to the São Paulo APP after takeoff, in order to obtain instructions to clear the runway axis;
|
f. The initial call to the APP after takeoff must be immediate and contain only the following pattern: "SÃO PAULO CONTROL [CALL SIGN]". Do not include any additional information to the aforementioned standard;
|
1.2. Approach and Landing Operations
|
a. Speed Restriction For Spacing
-
At 5NM to threshold, maintain between 150KT and 170KT. Then reduce to approach speed.
-
If ATC determines a different speed, maintain the assigned speed.
-
ACFT unable to conform to these speeds should inform ATC and state what speeds can be used.
|
|
2.1. In weather conditions with tail wind component not greater than 7 knots, the preferred runway will be runway 15. Such runway will normally be used in preference to the runway 33, provided that the runway surface is dry.
|
2.2. When the runway in use is runway 15 with tail wind component, as per item 2.1, pilots requesting authorization to use the runway 33 must consider that their arrival or takeoff may be delayed.
|
3 High Intensity Runway Operations (HIRO)
|
High Intensity Runway Operations (HIRO) will be applied H24. HIRO allows the reduction of runway occupation time, providing the optimization of separation between aircraft on final approach, between takeoffs and between landings/takeoffs, maximizing the use of runway capacity, minimizing the possibility of go-arounds, and reducing waiting time on the ground and in flight. Pilots must adjust takeoff and landing to ensure the Minimum Runway Occupancy Time (MROT).
|
3.1. Approach and Landing
Pilots must clear the runway at the fastest speed allowed by standard operating procedures and in compliance with safety, allowing ATC to apply minimum separation on final approach. All landing aircraft must ensure that the runway has been completely cleared before coming to a complete stop.
During landing, the pilot must select an appropriate and feasible exit taxiway to ensure MROT. Pilots must clear the runway in the taxiways indicated below or inform the São Paulo Approach Control and/or Campinas TWR if they are not configured to use the following taxiways:

Taxiway “A” Distance from threshold 15 to Taxiway “A” – Available LDA: 1100 m;
Aircraft CAT C e D
Taxiway “A” “B” or “F”:
Distance from threshold 15 to Taxiway “A” – Available LDA: 1100 m;
Distance from threshold 15 to Taxiway “B” – Available LDA: 1570 m; or
Distance from threshold 15 to Taxiway “F” – Available LDA: 2200 m;

Distance from threshold 33 to Taxiway “B” – Available LDA: 1350m;

3.2. Departures
a. Pilots must be ready for takeoff when they reach the holding point. If not, inform the ground control.
b. Alignment must be immediate as soon as authorized;
c. Start rolling immediately after authorized (maximum reaction time expected: 10 seconds); and
d. Pilots must inform, when receiving authorizing traffic, if they are unable to comply with any of the above procedures.
Reference code A, B and C aircraft must be configured to take off from the following intersection:
RWY 15: Taxiway “H’’
Distance from the H Taxiway to the threshold 33 – TORA Available: 2910m
Reference code A and B aircraft must be configured to take off from the following intersection:
RWY 33 Taxiway “F’’
Distance from the F Taxiway to the threshold 15 – TORA Available: 2208m
In case of impossibility of taking off from the above intersections, the pilot must inform at the time of requesting the flight plan authorization. Aircraft with a reference code not mentioned above may also be authorized to take off from the above intersections, based on the aircraft's request.

4 Application of reduced runway separation minima(RRSM)
|
4.1. RRSM may be applied between a departing aircraft and a subsequent landing aircraft, between two departing aircraft on the same runway or between two landing aircraft on the same runway, provided that:
i. During daylight, starting 30 minutes after sunrise and up to 30 minutes before sunset.
ii. Wake turbulence separation shall be applied;
iii. Visibility shall be at least 5 km and ceiling shall not be lower than 300 m (1000 ft);
iv. Tailwind component shall not exceed 3 kt;
v. Minimum separation continues to exist between two departing aircraft, immediately after take-off of the second aircraft;
vi. The braking action shall not be adversely affected by runway contaminants such as water; and
vii. RRSM application information shall be included in the ATIS message.
|
4.2. The RRSM will be applied when the runway in use is still occupied by other traffic, provided that there is reasonable certainty that the following separation distances will exist:
LANDING AFTER LANDING: The preceding aircraft has passed a point at least 2400 m from the runway threshold and it is in motion and clears the runway without backtracking.
LANDING AFTER DEPARTURE: The preceding aircraft passed a point at least 2400 m from the runway threshold.
DEPARTURE AFTER DEPARTURE: The preceding aircraft passed a point at least 2400 m from the runway threshold.

4.3. ATC will provide traffic information to the succeeding aircraft when issuing a landing or takeoff clearance as appropriate. The following examples illustrate the standard phraseology that will be used for RRSM:
LANDING AFTER DEPARTURE: “(Callsign), departing A320 ahead about to rotate, wind 180 degrees/6 kt, cleared to land runway 15.”
LANDING AFTER LANDING: “(Callsign), B747 vacating the runway, wind 350 degrees/11 kt, cleared to land runway 33.”
DEPARTURE AFTER DEPARTURE: “(Callsign), departing B737 ahead about to rotate, wind 180 degrees/ 6 kt, cleared for take-off runway 15.”

Mandatory use of PUSH-BACK system at aprons exits, exceptions will be handled with Critical ACFT: B 747-400. The AD may be regularly used by any ACFT which is compatible with RCD 4E or lower. Boeing 747-8 operation permited (according to the special procedures described inthe annex to MOPS, approved by ANAC).
Restriction to ACFT classes and types:
a.ACFT WO RDO EQPT;
b.GLD;
c.ACFT WO transponder or with failure in this EQPT;
d.FLT of powered ultralights.
Restriction to air services:
a.Object launching or pulverizing;
b.ACFT pushback operation;
c.Parachute launching;
d.Acrobatic FLT.

OPS ACFT general aviation only with AUTH Center OPS Airport by email operacoes.coa@viracopos.com and TEL: 55 (19) 3795-7686. The use of fork is mandatory, exceptions shall be handled with the AD, MAX stay 3 (Three) HR.

11 School and training flights – technical test flights – use of runways
|
VFR Training flight is subjected to previous COOR and AUTH by previous CTC with AIS unit TEL: +55 (19) 3725-5050.
IFR training flight subject to previous COOR and AUTH CTC APP-SP TEL: +55 (11) 2112-3421, (11) 2112-3422.

For noise abatement procedures, aircraft causing a noise level above that allowed are those that do not comply with the Iimits included in the Chapter 3, Annex 16, ICAO, and also those included in the AIP MAP.

SBKP AD 2.22 FLIGHT PROCEDURES
|
|
|
In case special authorization from APP-Sao Paulo or TWRCampinas is not obtained, flights within TMA-SP2 and CTRCampinas shall be performed under instrument or visual flight rules.
IFR flight training within the Congonhas CTR, Guarulhos CTR and TMA São Paulo is prohibited. As a result of this restriction, this type of flight may be carried out: a. under TMA-SP 3 airspace, under visual conditions, in an area that does not interfere with the IFR TFC and that does not require bilateral communications with APP São Paulo. b. within the other CTR contained in TMA-Sao Paulo, once there is prior COOR with the respective ATS unit, in order to determine the schedule to execute flights which interfere the least in IFR TFC.
AFIL flight plans shall not be accepted by São Paulo APP when ACFT are taking off from aerodromes located in São Paulo TMA, without AIS Office, and intend to fly IFR ou VFR, immediately after taking-off (flight rule Z or V). ACFT must file, before TKOF, PVC to any AIS Office accredited by the FIR where the flight was originated.
It shall not be accepted by São Paulo APP destination changes in PLN from ACFT which had previously submitted simplified PLN and intend to change to complete PLN, for AD outside the lateral limit projections of São Paulo TMA. Helicopters in VFR flight below TMA São Paulo, including in the REH, should trigger SSR A/C code 0100.
When air navigation aids which may be used as beacon for non-RNAV IAP (SID and IAC) procedures are unavailable, VFR operations may be be accepted, only for aircraft not certified for RNAV1/RNP1, arriving at or departing from this aerodrome, as long as:
- At arrival, the pilot informs, in his/her first contact with the APP-SP, the intention to change from instrument flight rules to visual flight rules, when (s)he is in the vicinity of the aerodrome.;
- At arrival, in the vicinity of the airport, the pilot requests changing from instrument flight rules to visual flight rules;
- The airport is open for VFR operations; and

Be alert for bird strike hazard (vultures and hawks) at RWY 15 and 33 and all along the RWY. Higher frequency of birds between 0800-1500.
